Age management in local administration

The project “Age management of Bolzano” concerns the generations’ management inside the municipal administration.
Areas of intervention include, for example, work and life balance, motivation, training, new staff recruitment, supports for employees close to retirement.
Within the project “Age management” and in relation to the health emergency Covid-19, the Municipal Administration has activated the smart working mode, with the intent to decrease contacts and movements. Currently about 50% of the administrative work is carried out in this way.

All administrative procedures are carried away online – the municipality has offered training to its users.

Flexible hours

The Association for Elder People (Casal d’avis) opens from 4 until 8 p.m., and its users have keys available so there’s no need for any municipal staff.

Smart opening hours

The opening hours of the City Council are from 8 a.m. until 3 p.m., except Wednesdays – from 8 a.m. until 7 p.m. This is an uninterrupted service to citizens, but it also allows the staff to have lunch during a healthy time slot.

Teleworking at the City Council

The City Council and the unions have an agreement where it is allowed to telework up to 10 days a month. The goal of this agreement is to promote an electronic administrative model and to optimize resources, while guaranteeing the quality and quantity of the services. Also, it serves as the working structure in cases of emergency, such as the lockdown decreed to avoid the spread of COVID-19.

This office has clearly bet for applying a healthier time slot for meal breaks, so the staff can have lunch in dedicated spaces for 25 minutes, around 1 p.m.

Punctuality commitment

In 2015 the Punctuality Commitment initiative is introduced at the Girona City Council as a tool for self-assessment, in order to improve decisively the efficiency in the use of time in the facilities and the internal and external communication and participation channels of the City Council – such as meetings and official acts.

The Tourist Office has compacted its working hours: at lunchtime it’s closed for one hour, instead of two.
